In 1894 at the termination of a short term

of administration of the Government of Piji I received the thanks

of the Secretary of State for the information and observations

contained in a Despatch which I had recently oreviously written

dealing with certain charges and allegations made by Mr. Filling-

-ham Parr with regard to the administration of affairs of that

Colony by Sir John Thurston, then Governor.

From March, 1895, to June, 1896, (a period

of 15 months) I administered the Government of Fiji, and the

affairs of the Hestern Pacific High Commission, receiving the half-

-pay of those offices, and discharging at the same time the duties

of my substantive office of Chief Justice on full pay.

In May, 1896, 1 received the Honour of Knight-

-hood for "distinguished service".

From January to July, 1897, (6 months and

some days) I administered the Government of Fiji, and the affairs

of the Westero Pacific High Commossion, on the half-pay of those

offices, discharging at the same time the duties of Chief Justice

on full pay.

Later in 1897 I was at the request of the

Government of New Zealand appointed special commissioner to enquire

into and report upon the general condition of public affairs in

Cooks Islands Protectorate then being administered through the

Governor of New Zealand and subsequently annexed to that Colony. The ship of war in which I was proceeding to the Cooks Islands was compelled by stress of weather to put back to Fiji and matters

connected with the administration of justice having meantime

arisen there urgently requiring my presence in Fiji I had to

relinquish the mission to the Cooks Islands which was subsequently undertaken by the Chief Justice of New Zealand, Sir James Prea-

-dergast.
